I've been having this issue with my Sims 4 game for several weeks now.
I'd start playing a certain household, then it would firever pause on me. Pusing keyboard buttons (p,123) or selecting the pause/play/speeds buttons on the game didn't fix it.
It dawned on me today that it was caused because of a speed mod or two I had in my mod gallery. I opened the mod manager and removed both of them.
Duh. Problem fixed.

As far as the babies not having the 'Age Up' selection available, be sure to check your mod folder or access the mod manager and disable the Dr Chillgood no orphan child deletion mods. If you have these updated, there should be three files you need to disable, the text changes, the script and the override...which should be in it's own override folder.
Refresh your mod manager to make sure these mods are still disabled, then restart your game. You should be able to age your baby up. Save your household after your baby is aged up, and reenable mods if you wish.

This one has driven me crazy over the past several months. If you have the mod by ReubenHood called Have Multiple BFFs (Updated), and you use expansion packs like Get to Work, this won't work on your game anymore. Delete the mod. I doubt it will work alongside the latest game updates either at this point...it was a wonderful mod to have for a while, but all it does now is send your game into a nonstop look back to the choose a world menu.
I know, right? What a letdown. lol.
Anyway, use mod manager to disable this mod, then highlight it and delete it from the folder altogether. Refresh to make sure these acts have been performed, then restart your Sims 4 game. You should now be able to access households again.
I feel silly it took me so long to figure this out. Thought I'd post a note about it on here in case it can help someone else in a similar predicament. :)
